Regulations on the work of the Unified Republican Organization for Children and Youth "Zhas Ulan"
1. General Rules
1.1. "The Republican Public Association "Unified Organization of Children and Youth "Zhas Ulan" (hereinafter referred to as "Zhas Ulan") is a public organization of children and adolescents of the Republic of Kazakhstan, created on the initiative of the Head of State N.A. Nazarbayev.
1.2. "Zhas Ulan" is an organization that creates the younger generation in the spirit of Kazakhstan's patriotism based on high spiritual and moral values, humanistic, tolerant and democratic positions.
1.3. "Zhas Ulan" carries out its activities together with creative, sports, public, non-governmental organizations and state institutions.
1.4. "Zhas Ulan" in its activities is guided by the Constitution, legislation and other regulatory legal acts of the Republic of Kazakhstan, international acts ratified in the Republic of Kazakhstan.
2. Goals and objectives
2.1. The purpose of "Zhas Ulan" is to:
– patriotic, education and self-improvement, firmness among the younger generation, formation of responsibility for the history of the Motherland, the present and future of independent Kazakhstan.
2.2. Tasks of "Zhas Ulan":
– Formation of spiritual and moral potential among the younger generation on the basis of knowledge of the language, culture, history of the people of Kazakhstan;
– increase of civic activity and awareness of children and adolescents;
– stimulation of cognitive work;
– creation of favorable conditions for intellectual, creative and social development of children and adolescents;
– the development of the individual qualities of a child, aimed at the formation of responsibility and hard work, the development of leadership and organizational abilities.
3. Services and principles
3.1. Zhas Ulan" performs the following functions:
– educational;
– cognitive;
– communication;
– social;
– information;
– creativity.
3.2. Zhas Ulan" activity principles:
– civic awareness and the priority of human values in general;
– volunteering and accessibility;
– continuity of generations and preservation of traditions of the organization "Zhas Ulan";
– the unity of adults and children in the implementation of the main objectives and objectives of the organization;
– patriotic, tolerant, spiritual and moral direction of activity.
4. Membership, acceptance and exit order
4.1. Zhas Ulan" has a two-level system of membership. The highest generation of "Zhas Ulan" will be accepted 5-10 grades, and the lower generation "Zhas Kyran" – pupils of 1-4 grades, as well as children and adolescents who voluntarily wish to contribute to the "Zhas Ulan" and become its members.
4.2. Admission of members to the organization is carried out by the primary organization "Zhas Ulan". Admission to the organization is held 3 times a year: May 1 – the Day of Unity of the People of Kazakhstan, July 6 – the day of creation of "Zhas Ulan", December 16 – independence day.
4.3. "Zhas Ulan" submits a written application to the head of the primary organization "Zhas Ulan" for voluntary departure.
4.4. Members of organizations that violate the Rules of "Zhas Ulan" will be subject to the following measures: discussion at the general meeting of the organization, making comments, posting reprimands, warning of expelment. The strictest measure is to disable the organization.
4.5. The issue of disengagement will be considered at the general meeting of the primary organization. The decision to pull out will only be made if at least 2 /3 of school committee members vote and will take effect upon approval.
5. Rights and obligations of "Zhas Ulan" members
5.1. Rights of "Zhas Ulan" members:
– active participation in the activities of "Zhas Ulan";
– election and election to the governing body "Zhas Ulan";
– Receiving praise and praise for the success essay and special personal achievements in the implementation of "Zhas Ulan" programs (diplomas, diplomas, admission to summer and rehabilitation camps, inclusion in the Golden Book "Zhas Ulan");
– submission of applications, applications, questions, initiatives and suggestions to the body "Zhas Ulan";
– information about the activities of the organization at all levels;
5.2. Tasks of "Zhas Ulan" members:
– respect of the state symbols of the Republic of Kazakhstan (Flag, Emblem, Anthem), becoming a patriot of his country;
– execution of "Zhas Ulan" Regulations and decisions of the governing bodies;
– respect, recognition of the rights of other members of "Zhas Ulan";
– exemplary in education, public works, work; preservation of public property, cultural status;
– maintaining a healthy lifestyle, promoting it among its peers;
– respect for the great, show respect for the younger.
6. Symbols and special signs
6.1. The symbols of the children's organization "Zhas Ulan" are: slogan, anthem, flag, tie, badge, emblem.
6.2. The flag symbolizes the unity of children and teenagers. It should be in the republican organization and all its branches (school, district/city, regional).
The flag is a rectangular 200×100 cm white logo with the image of the organization altar. Writes the organization's label and name by using tabular seam, paint, or fabric appleting. At the same time, a vertical strip with national ornaments is represented at the same time as the soap. The date is bordered by gold-colored splints.
The flag will be issued at ceremonies, parades, public holidays. It is stored on a special wooden stool or in a glass window on the tradition walls of the Organization in the room. In special cases, a guard of honor is placed on the flag, consisting of a flag-holder and two infants. The guard queue changes every 10-15 minutes. The flag is carried out on the far side of the road. The flagholders' clothing corresponds to the peculiarities of the organization. The mandatory symbols are: ribbons (axelbant), hat, white gloves. The color of the ribbon and the hat is the same – blue.
6.3. The tie is a special sign of the children's organization. The color is blue with the color of the sky. Tie size 40×130 cm. In the right corner of the tie is the logo "Zhas Ulan". The logo "Zhas Ulan" is made in the form of a circle with a diameter of 4 cm.
6.4. The slogan is a special sign of the organization. It represents the most basic idea of the organization, the association.
6.5. The special signs of "Zhas Ulan" are such well-known items and signs as badges, drums, signs of difference (chevrons) that clearly convey the idea of the organization.
